The investigation into doctors No Cpr Of Ravenna brings out a network on a national scale. Over 60 certificates issued by the eight infectious disease specialists investigated in Ravenna alone. But the Romagna fort was only a small flag on a much larger map, that of the campaign for doctors “on the certification of suitability of migrant people for life in the CPR” put together by the Association for legal studies on immigration, a reality, the latter, which in 2018 was covered in gold by the foundation Open Society Of George Soros with a donation of over 385,000 euros, and from the Italian Society of Migration Medicine (Symm). One of the men who built and nourished that network is Nicola Coccothe infectious disease specialist with a curriculum built between humanitarian medicine, prisons and international organizations. It also publicly claimed its boundaries: over 1,000 doctors contacted throughout Italy, between 120 and 140 certifying health workers involved, around 230-250 certificates of unsuitability attributable to the mobilization against the CPR. Almost one in four, counting on the numbers provided by Cocco himself, therefore comes from Ravenna.
The army of certifiers, however, is large. And it is widespread throughout Italy. The investigative leads that emerged from one chat in particular, called «Giovani e romagnoli», allowed the Flying team of Ravenna to extend the range of action. In short, the investigation does not end within the walls of the Santa Maria delle Croci hospital. Outside there are meetings, materials made available to the certifiers and above all there are two doctors (not under investigation) who, with very different roles, seem to help reconstruct the background of the mobilization.
Ideological direction and easy certificate mapping
Doctor Cocco, who was not included in the Ravenna investigation due to his CV but due to having been intercepted indirectly, is the interlocutor with whom the suspect Elisa Vaninodiscusses the campaign. The investigating judge describes Vanino as one of the most active figures on the anti-CPR front within the department: he disseminates articles and models, promotes chats and online meetings, updates on the ineligibility issued in Ravenna. And the updates end up with Cocco: «At least two more certificates from Ravenna», Vanino writes to him. Cocco asks her: «If you like, send me a copy of the certifications, I’m keeping a mapping». Without hiding his opinion on CPRs: «Pathogenic places». And he claims that “they cannot be improved, they cannot be monitored, the only thing to do is close them”. In April 2026, speaking publicly about the Ravenna investigation, he formulated an even more radical position on the role of the doctor: according to him, faced with the very nature of the CPRs, the unsuitability should be the conclusion for any case.
But Cocco, whose name had already emerged after the searches, net of the judicial investigation, is only a piece of the story.
The leaders of parallel healthcare and pre-printed models
The other name appears directly in a seized chat. July 10, 2025 Anastasia Zoffoli (investigated) discusses the possibility of certifying the suitability of a migrant destined for a CPR: «It is an ethical question for me… given what the CPRs are… there is an ongoing campaign by Geraci in this regard which some of us embrace». Then he adds: “I cannot validate sending a human being there… regardless of who created them, they are inhumane places.”
That Geraci is called Salvatore GeraciRoman doctor, born in 1957, engaged in the field of migration medicine for over 35 years, is responsible for the health area of the Caritas of Rome, which indicates him as past president of Simm. And “past president”, in his case, means much more. Geraci was national secretary of SIMM from 1996 to 2000, then president for two consecutive terms, from 2000 to 2009. Even today he is a constant presence in the network: for the four-year period 2025-2028 he is indicated as contact person for the Immigration and Territorial Health Group of SIMM. Then there is a historical link with Emilia-Romagna that deserves attention. The local GrIs was born on 6 March 2009 after a meeting in Bologna between ASL operators and voluntary associations. The official SIMM page specifies that that meeting took place “in the presence of Geraci”. And it happened at the height of the “We don’t report” mobilization, the campaign with which a part of the healthcare world opposed the possibility of doctors reporting irregular foreigners seeking treatment to the authorities.
Geraci was then national president. In a letter dated July 2009 he claimed commitment against that law and recalled the mobilization organized in dozens of cities.
Fifteen years later the issue remains the same: the relationship between the health function, immigration and public policies. On March 1, 2024, Simm, together withAsgi and the «Never again concentration camps-No to CPR» network, officially launches the «awareness raising campaign» aimed at doctors called upon to establish whether a foreigner could end up in a CPR. The target is the “certifying” health workers. And the declared objective is to provide “elements for reflection and action” that can help them “to declare their unsuitability” to stay in the centres. An operational attachment also appears in the advertisement, a model: the “Certificate of unsuitability”.
The shield of white coats between reassurances and political support
The one on which Laura Brigidione of the doctors under investigation, gave evidence of the «incompleteness of the checks carried out, using a pre-printed form» which, according to the Prosecutor’s Office, «did not even bother to fill in completely». On the Simm website those materials are associated precisely with the publication area in which Cocco appears. In the same archive, Geraci’s profile links the doctor both to the appeal “for a campaign to raise awareness among doctors” and to a content with the unequivocal title: “The “resistance” of doctors to sending migrants to CPRs. It so happens that Geraci is a true aficionado of the cause of migrants: he criticizes the Security decrees and the CPR, as well as “the non-existent migrant emergency”.
The man is linked to another person, not under investigation, who appears in the documents of the Power of attorney Ravenna. The glue is always Zoffoli. Doctor No Cpr, in another intercepted conversation, speaks on the phone with Martino Ardigòcurrently director of the Riccione district.
It collects the outburst of the infectious disease specialist who declared herself reticent in providing the police with “the data of a patient visited”. At the end of the call he even seems to reassure her: “You’re the one who certifies, they’ll attack.” His signature appears alongside that of Geraci in a chapter (“Migratory experience, health and inequalities”) of Ets’ book A dear price. Health inequalities. Then, in Ravenna, come the searches on 12 February 2026. Cocco suggests that parliamentary questions could also arrive “very shortly”. Here she is: the Democratic MP Ouidad Bakkali presents a question to the Chamber signed by dozens of deputies.
She, too, Bakkali, received over 77,000 euros in 2022 from an organization in the usual Soros galaxy. But this is just a coincidence.
