What changes for speed cameras, beaches, Euro 5 and bridge over the Strait

Green light of the Chamber to the news of the Infrastructure Decree. Now the text passes to the Senate. Race to July 21, a deadline for converting it into law

Now we run. The Infrastructure Decree had the first green light in the Chamber (191 votes in favor, 102 against and 2 abstentions) and now passes to the Senate. But it must be converted into law by July 21st. Ten days available. The novelties range from speed cameras to the beaches, from the bridge over the Strait to the Euro 5 diesel, to the safety of the level passages. Instead, the increase in motorway tolls, after the last week clash. For now, the question of Anas’s funding, which requires additional resources for the maintenance of the road network, remains unsolved.

Speed speed camera: compulsory mapping, but the cassation node remains

The decree introduces the obligation for municipalities and entities on which the traffic police bodies depend on and communicate (within 60 days of the adoption of the decree) to the Ministry of Infrastructure and Transport all active speed cameras, indicating brand, model and compliance or approval. The data will flow into a national map on the MIT portal and without registration the devices cannot be used. However, a crucial point remains unsolved: in the spring, the Cassation has established that the fines issued via approved but not approved speed cameras are not valid. The decree does not provide an answer to this sentence, leaving an interpretative void that will have to be filled with subsequent measures by the Ministry, risking disputes between municipalities and citizens.

Diesel Euro 5: block postponed to 2026

Referred, as anticipated in recent days, on 1 October 2026 the blocking of the circulation of Euro 5 diesel vehicles in the northern regions (Piedmont, Lombardy, Veneto, Emilia-Romagna). The ban will only concern the municipalities above 100 thousand inhabitants and no longer those above 30 thousand, as expected initially. Regions will be able to avoid the block if they adopt alternative plans to reduce pollution, or anticipate it in case of environmental needs.

Beaches: more flexible bathing season, possible out of season derogations

Regions and local authorities will be able to anticipate or postpone the beginning or end of the seaside season to adapt to the tourist and climatic needs of the territory, with the possibility of extending the season from mid -May to the end of September or shortening it. An important novelty is that the bathing structures will be able to remain open even out of season, as long as they guarantee assistance to bathers or, alternatively, offer services for heliotherapeutic purposes. Greater flexibility therefore for operators and tourists.

Bridge on the Strait: green light at the Strait of Messina Spa as a contracting authority

The Strait of Messina Spa is officially declared by the Contracting Authority Decree, like the companies for Milan Cortina 2026 and the Jubilee 2025, accelerating competitions and contracts for the construction of the bridge over the Strait. However, the control of the anti -corruption authority will remain and the rule that would have risked reducing anti -mafia controls, after the controversies within the government and the intervention of the Quirinale, did not enter the text.

Level passages: more security and faster intervention times

The decree intervenes on rail security by expanding the subjects authorized to install protective barriers in the event of breakdowns to the level passages. The goal is to reduce intervention times in emergencies and prevent accidents, increasing the safety of the railway network and links with local roads.

Technical table at MIT: monitoring of unfinished works

A technical table will be established at the Ministry of Infrastructure and Transport to monitor the unfinished works, which are stopped due to lack of funds, corporate bankruptcies or regulatory blocks. The table will have the task of identifying critical issues and unlocking construction sites, guaranteeing the restart of the works stopped for years and respect for the times scheduled for strategic projects.

Green light to five Anas strategic works

Five strategic infrastructure interventions already financed in Anas’s 2021-2025 program contract are confirmed: doubling of the SS700 in Caserta; doubling of the Guinza Gallery; Pieve variant of Teco-Ormea and Armo-Cantarana tunnel; Adjustment of the SS78 Amandola-Mozzano and SS7ter, a Manduria-Grottaglie section.
