COP29 in Baku: the Taliban are also arriving, Italy is pushing for an energy mix

The international climate conference 2024, or COP29 – from Conference of Parties – the annual meeting of the countries that have ratified the United Nations Framework Convention on Climate Change, is taking place these days in Bakufor the first time in Azerbaijan. Concrete expectations are few, but what the Spanish Prime Minister declared certainly made the news Sanchez referring to what happened in Valencia: “Climate change kills, we need to act now”. And if on the one hand there is China’s commitment to reducing its emissions, on the other a declaration is awaited Trumpwho as the counting of the ballots was proceeding had already said he wanted to leave the Paris Agreement.

But a Baku The participation of the Taliban also immediately caused discussion: Matuil Haq Khalisrepresentative of the Afghan environmental protection agency, asked for the support of the international community, which had excluded the Islamic regime from the event for the past three years. Haq Khalis maintains that Afghanistan is among the most vulnerable nations in the world due to the intensity of floods and alternation with long periods of drought, and that the aid from the United Nations, which takes the form of agricultural support projects, only covers a third of the cultivable areas; therefore, it makes a request for intervention by the international community. But three years after returning to power, the Islamic Emirate still has a government without official recognition by the West, even if it is now accepted by regional politics despite the fact that gender discrimination remains, today completely institutionalized, and the humanitarian crisis is increasingly serious, aggravated by a fragile economy.

The reactions were not long in coming Joanna Depledgethe UK delegate from the University of Cambridge, raised a question about whether COP29 should include “a whole host of states with all sorts of appalling records.” The truth is that in terms of climate change, Afghanistan is considered the sixth most vulnerable country in the world, where last March three hundred people died from flash floods and, at the same time, 25 of the 34 provinces suffered from a lack of water. Consequences only partly caused by decades of internal conflicts which have caused poverty and the impossibility of taking measures on this front.

Italy is present with the Prime Minister Giorgia Melonithe Minister of Environment and Energy Security Gilberto Pichetto Fratin and the Councilor for the Environment and Climate of the Lombardy region Giorgio Maione. The president Melonsthis morning (13 November), spoke to the delegates with these words: “This Summit (…) is called to give further impetus to the effort to limit the increase in global temperature to within 1.5 degrees. In Dubai we have set ambitious targets to triple the world’s capacity to generate renewable energy and double the global rate of energy efficiency improvements by 2030.” The prime minister also recalled that to achieve these objectives, the cooperation of everyone is necessary, starting from the major emitters of greenhouse gases, and adequate financial support. “During this conference,” he continued Melons“we will work to adopt the new climate finance goal. To reach a valid compromise it is necessary to share responsibilities, overcome the divisions between developed nations and emerging and developing economies.” A fundamental point of the Italian speech was to remember that “decarbonisation must take into account the sustainability of our production and social systems. We must protect nature with man at the center. An overly ideological and non-pragmatic approach on this issue risks making us deviate from the path to success. Technological neutrality is the right approach, as there is currently no single alternative to fossil fuel supply. We must have a realistic global perspective. The world population will reach 8.5 billion by 2030 and global GDP will double over the next decade. This will increase energy consumption, also considering the growing demand for the development of Artificial Intelligence”.

The reference to the ideological politics of the is current EU on the transition of the automotive sector, as if it were solely responsible for climate-changing emissions, done while in Brussels Stephane Sejournéformer French Foreign Minister and next vice-president of the European Commission with responsibility for “industrial prosperity and strategy”, has proposed a plan to encourage the sale of battery-powered cars by introducing incentives but only for those produced in the Union. Melons to Baku he recalled: “We need a balanced energy mix to improve the transition process using all available technologies. Not only renewables, but also gas, biofuels, hydrogen, CO2 capture and, in the future, nuclear fusion which could produce clean, safe and limitless energy. Italy is at the forefront of nuclear fusion.” The Italian position is therefore clear, especially with the announcement made regarding the next G7, of which our country will have the presidency: “We have organized the first meeting of the World Fusion Energy Groupsponsored by the International Atomic Energy Agency. We intend to relaunch this technology which could change the cards on the table because it can transform energy from a geopolitical weapon into a widely accessible resource.”
