After years of uncertainty and provisional rules, the obligation to have an adhesive plate and RC policy for those who use electric scooters comes into force. Here’s how to request it, how much it costs and the fines for those who don’t comply
License plate and insurance for electric scooters. The rules are changing, after years of regulatory gaps, experiments and difficult controls. From spring, barring further technical slippages, those traveling with electric scooters will be required to have a license plate and insurance.
Electric scooters: the license plate requirement starts in spring
The obligation to have a license plate for electric scooters was formally decided in 2024, with law 177, which reformed the Highway Code. For months, however, the rule remained on paper, awaiting the implementing decrees. Then in October 2025 came the key step with the ministerial decree (published in the Official Journal in November 2025), which defined the practical rules. Now all we need is the directorial decree which will govern the electronic platform for issuing identification marks. Its publication is expected soon and from that moment there will be 60 days to comply. And after these two months, driving without a license plate will become a direct violation of the Highway Code. Translated: from the end of March or the beginning of April, the scooter that is not in compliance will be sanctioned like any other vehicle.
How scooter license plates are made and how they are required
The “license plate” of the scooter does not resemble that of a car or motorbike. Technically it is a laminated adhesive labelnon-removable, designed to adapt to the small surfaces of the vehicle. It must be applied vertically and clearly visible, on the rear mudguard or on the steering column. Installing it incorrectly is equivalent, in all respects, to not having it. The identification code is made up of six characters: three letters and three numbers. The sequence starts from BBB222 and proceeds progressively. No vowels are allowed, nor the numbers 0 and 1, to avoid visual confusion. The system was designed to guarantee millions of combinations, enough to accompany the diffusion of scooters for many years. How do you request it? It will be necessary to access the online platform activated by the Ministry of Transport, make the payment via PagoPA and choose where to collect the permit: Civil Motorization or car registration agencies. The basic cost is set at 8.66 euros, to which stamp duty and administrative fees must be added.
Scooters: insurance becomes mandatory and fines apply
The license plate isn’t the only new feature. It also becomes mandatory insurance policy for civil liability towards third parties. Those who travel must be covered for any damage to people or things, and the policy must be uniquely linked to the license plate. In case of transgression the sanctions are anything but symbolic. Anyone who is stopped without license plates or without insurance is at risk fines from 100 to 400 euros. For those who use scooters that do not comply from a technical point of view, for example without indicators or brakesfines can reach up to 800 euros.
