The ISEE changes in 2025. Government bonds, up to a maximum of 50 thousand euros, are excluded from the calculation. And for many families this means: more access to some bonuses and higher contributions, starting from the amount of the single allowance. The Prime Minister signed the decree (Dpcm) which excludes from the calculation the value of government bonds such as BoT, CTz, BTp, CcT, postal savings bonds and postal savings books.
The Equivalent Economic Situation Indicator is crucial for access to numerous subsidized social benefits and economic contributions and also establishes the amount of the sum received. What happens with the exclusion of government bonds? The ISEE will be significantly reduced for many families who will thus be able to access a series of bonuses and social benefits, from which they were perhaps excluded. And it will also have consequences on the amounts received in some cases.
The most affected will be the single universal allowance which will be more advantageous for parents who will have a lower ISEE with the new count. A family with a net income of 40 thousand euros, home ownership and savings in securities of 50 thousand euros, until now had an ISEE of 24,256 euros, but with the new rules the indicator will drop to 20,685 euros. In this scenario, the single allowance will go from 189 to 211 euros per month. The measure will lead to an average increase of 0.23% in public expenditure, according to the technical report attached to the Prime Ministerial Decree, with an estimated cost of 44 million euros, already foreseen by the budget law. The impact will be particularly significant for the single allowance, while more limited for the other benefits, such as the nursery bonus and the psychologist bonus.
In addition to government bonds, the calculation for families with disabled people also changes. In fact, welfare, social security and compensation treatments are excluded from income, with an increase in the equivalence scale of 0.5 for each member with medium, severe or non-self-sufficient disabilities.
Added to this are the innovations already introduced by the Maneuver. The sums received through the Single Universal Allowance in 2023 to access the nursery bonus and the new thousand euro bonus for newborns are no longer taken into account in the ISEE calculation. Also in this case, therefore, the ISEE will be lower and therefore the number of those entitled to the contribution could expand.
What happens to ISEEs already made? The decree provides for a transitional regulation and therefore the documents already issued will remain valid until they expire, but families will be able to request a new certification, according to the updated rules, to immediately benefit from the new features. The decree now passes to the Court of Auditors for registration and subsequent publication in the Official Journal. Once in force for the bodies concerned (such as INPS) there will be 30 days to make the new provisions operational for families.
