The online procedure is active in 51 provinces. There is no need to attach documents or submit a new assessment: here are the requirements, how to proceed step by step and what happens after sending
Online applications to INPS for the life project for people with disabilities are now open. Experimentation begins in 51 Italian provinces and you can request the start of the multidimensional evaluation process. It is the passage that concretely kicks off, on a practical level, one of the cornerstones of disability reform: the creation of a project built together with the person with disability, which takes into account their needs for autonomy, home, work, education and social relationships.
What is the life plan and why is a question needed
The life plan is not a subsidy nor a new assessment of disability: it is a tailor-made support program, developed by the competent ATS together with the person with a disability, which starts from an assessment of individual needs. The application to INPS does not require the sending of any documents: it only serves to authorize the Institute to send the disability certificate and other data useful for starting the procedure to the ATS.
Who can apply: the requirements to access
People with some can apply for the life project requirements:
- civil disability greater than 33%;
- residual vision no greater than 1/20 in both eyes, or binocular perimeter less than 10%;
- deafness with hearing impairment of at least 75 decibels in the better ear, occurring within 12 years of age;
- need for at least mild support;
- for minors: persistent difficulties in tasks specific to their age, or hearing loss greater than 60 decibels;
- for those aged over 67: persistent mild difficulties, corresponding to a disability between 33.3% and 66.6%.
Alternatively, it is sufficient to be in possession of Law 104obtained before the reform came into force: those who already have this certificate can apply without having to wait for the new disability certificate. There is no ISEE limit: access depends only on the condition of certified disability and residence in one of the provinces of the trial. The application is not to access a financial benefit or a new request for disability assessment: it therefore does not lead to obtaining any monetary benefit or new disability, but it serves only to activate the multidimensional evaluation from which the life project will arise. They cannot submit the application non-self-sufficient people over seventy who already have an accompanying allowance for civil disability or absolute blindness.
The 51 provinces involved in the experimentation
There are 51 provinces involved. The first ones left on 1 January 2025: Brescia, Catanzaro, Florence, Forlì-Cesena, Frosinone, Perugia, Salerno, Sassari, Trieste. Then on 30 September 2025 the following joined: Alessandria, Genoa, Isernia, Lecce, Macerata, Matera, Palermo, Teramo, Vicenza. Finally, on 1 March 2026 the following arrived: Chieti, Potenza, Cosenza, Crotone, Reggio Calabria, Vibo Valentia, Caserta, Bologna, Rimini, Piacenza, Ravenna, Pordenone, Udine, Rome, La Spezia, Savona, Bergamo, Como, Milan, Mantua, Pavia, Sondrio, Ancona, Ascoli Piceno, Campobasso, Asti, Cuneo, Turin, Brindisi, Cagliari, Caltanissetta, Catania, Messina, Arezzo, Massa Carrara, Terni, Treviso, Venice, Verona. And now you can start the procedure on the INPS portal, if you reside in these provinces. Those who live elsewhere cannot, for now, submit the application via the INPS online service: they will have to wait their turn in the trial extension calendar.
How to submit the application: the online procedure
The application must be submitted exclusively online. The first step is to connect to the site www.inps.it and enter the “Supports, Subsidies and Indemnities” section. At this point select “For disabled/invalid/incapable” and authenticate with a valid digital identity: SPID at least level 2, CIE at least level 3, CNS or eIDAS. Then log in to “SISDA – transmission of requests for the life project” service and confirm the request. There is no need to attach any documents: you just need to authenticate and give your consent, because INPS will automatically retrieve and transmit the disability certificate, the WHODAS questionnaire if already available and the contact details provided online to the ATS of your municipality of residence. Any subsequent certificate updates are also automatically sent to the ATS, without the need to submit a new application.
Who can file the application for another person
In addition to the person with disabilities, the application can be submitted by parent, if the applicant is a minor, or by the guardian, guardian or support administratorprovided that he has the powers provided for in the appointment decree and is in possession of the delegation to access the interested party’s SPID, CIE or CNS. Therefore, if the person with a disability is not able to submit the application alone, a family member or another legitimate person can do so, if they have the necessary digital delegation.
What happens after you submit your application
Once the documentation has been sent, the territorially competent ATS contacts the interested party directly to start the multidimensional assessment, conducted by a team of professionals (social workers, doctors, educators). From this comparison the life plan is born, which can then be updated over time based on the evolution of the person’s needs. The online application to INPS is not mandatory: those who prefer can still submit the application freely, at any time, directly to the ATS of their municipality of residence or to the body identified by your Region. However, the INPS electronic channel remains the simplest and fastest way, because it allows you to avoid queues at the counters and independently search for the documents to present.
