From 2026 more benefits for families with children and owners of their first home. The deductible rises and the equivalence scales change: all new limits for bonuses and contributions

The ISEE changes in 2026 and will be even more the real passport to access bonuses, contributions and public benefits. The reform contained in the maneuver being examined by Parliament has the declared objective of broadening the range of beneficiaries of aid, especially for families with children and for those who own the house in which they live. But not everything is already written: alongside the certain new features, there are also points still under discussion which could significantly impact the final value of the indicator. The ISEE expires on 31 December and the new one must be presented in 2026. This year, checking the cadastral value of the first home, updating the composition of the family unit and verifying the specific requirements of each benefit can make the real difference between falling within the scope of the available bonuses or not.

ISEE 2026, what changes and what is still under discussion

The most significant innovation of the ISEE 2026 reform concerns the weight of the residential house. The portion of value excluded from the calculation of real estate assets should rise from the current 52,500 euros to 91,500 euros. And there is a last-minute amendment that proposes to raise the threshold to 120 thousand euros in metropolitan cities. In one case or another compared to the past, a larger part of the value of the first home will not enter into the ISEE calculation, lowering the indicator for millions of families who own the property in which they live. The mechanism becomes even more favorable in the presence of children. Until now, the increase in the deductible only took place from the third child onwards, while with the new rules, the increase is already foreseen from the second child. In practice, each child following the first further reduces the weight of the house in the ISEE assets. Alongside the house, the system of equivalence scales also changes, the coefficients that take into account the number of members of the family unit.

Bonus with low ISEE: support for fragility and hardship

The first range of intervention remains that of situations of greatest economic and social fragility. With an ISEE of up to 6,000 euros there is support intended for people with severe disabilities or non-self-sufficient elderly people, with contributions that can reach around 850 euros per month. Just above is the Purchasing Card, aimed at families with children under three years old or over 65s in difficulty. To obtain it, the ISEE must not exceed 8,117.17 euros. Still in the logic of protecting the most exposed households, the social bonus on electricity, gas and water remains active, accessible with an ISEE of less than 9,530 euros. However, the threshold rises up to 20 thousand euros for families with at least four children, recognizing the burden of utilities in large families. The Inclusion Allowance also falls into this range, which requires an ISEE not exceeding 10,140 euros, in addition to other financial and subjective requirements.

ISEE intermediate band: help with daily expenses and culture

With an ISEE of up to 15 thousand euros you enter the intermediate range of bonuses, intended for families who are not in conditions of extreme poverty but struggle to support ordinary expenses. Here is the “Dedicated to you” card, aimed at families of at least three people with low incomes and without other economic support. It is an aid designed for essential consumption, especially food. The Culture Card falls into the same range, reserved for young people who have turned 18 in 2025. With an ISEE not exceeding 15 thousand euros, it is possible to obtain a credit of 500 euros to spend on books and cultural services.

Families and children: bonus with medium-high ISEE

The last band concerns measures linked to parenthood and birth rates, with wider ISEE thresholds. The universal Single Allowance continues to be available to all families with children, but the maximum amount is only recognized with ISEE up to approximately 17 thousand euros. Once this threshold is exceeded, the allowance is progressively reduced, while remaining guaranteed.
For new births, adoptions or foster care, the maternity allowance provided by the Municipalities is provided, accessible with an ISEE not exceeding 20,382.90 euros, with an amount that last year was approximately 407.40 euros per month for five months. The scope of the nursery bonus is wider: the maximum contribution of 3 thousand euros per year is due to families with ISEE under 25 thousand euros, but the benefit remains accessible, with reduced amounts, up to 40 thousand euros. Finally, the highest threshold concerns the new births bonus, intended for children born or adopted from 2025 onwards, which requires an ISEE not exceeding 40 thousand euros.
