NGO, the new tactics at sea to get around the law planted

The government’s narrowness to the influx of migrants is circumvented by the taxis of the sea with a system of “flagships” and smaller ships. The latter, warned by planes, loads themselves with desperate and, given their small size, aim for Lampedusa. Where they know they can land them.

The parallel coordination of the NGOs

The landing in Trapani and the protests

The Interior Ministry, through the Coast Guard, assigns to Mediterranea the port of the landing of Genoa. Caccia begins to protest, inventing waves three meters high, and in the end the new ship of Casarini and members does not respect the rules by landing migrants in Trapani on August 23, where it is stopped and fined. In order to circumvent the law “they are equipping themselves with all possible stratagems: use of smaller units, hypothetical deficiencies of food, water, fuel not sufficient to reach distant ports … In addition to the instances to the courts to immediately drop unaccompanied minors and take advantage of the stop to land everyone”, explains who faces these outskirts every day.

Political support and the Pro Network NGO

The routes of traffickers and the data of the Interior Ministry

The data in possession of Panorama on the interventions of the NGO fleet from January show that they are placed in front of Tripolitania: 85 times have intercepted migrants in the SAR waters of Tripoli. Another 34 in the Maltese and 23 ones in the overlapping areas with Tunisia. Trafficers start migrants from the same hubs: Zuwarah, Zawiya and above all Sabrata, as well as a few departures to the east of Tripoli up to Garabulli. Planted to the opposition attacks asking “why they do not explain why the naval units of the NGO do not follow the most dangerous routes for migrants, in order to be advantaged in the event of a rescue intervention, but mainly stay in front of the Libyan coast of Sabrata, considered the worst one, managed by the bands of more ruthless traffickers?”.

NEGS and AINS OF THE ING FLOTTA

There are 22 ships on the Mediterranean map of the parallel rescue center, but a dozen are disarmed or appear intermittently. The small ones are pleasure boats, sailing, not suitable for rescue such as Trotamar III, just stopped in Lampedusa, Astral, Nadir, Nihayet Garganey VI.

The Air Fleet of NGOs

The air fleet of NGOs also enhanced with four devices: Seabird 1, 2 and 3 managed by Sea Watch in rotation and Colibrì 2 of the French Voluntaires pilots. They take off from Lampedusa, but the flow decree of last October, then converted into law, enlarged the system from the sea to heaven. The pilots are obliged to immediately report the presence of boats to the Coast Guard Rescue Center and follow the coordination orders they receive from Rome.

The ENAC, the National Authority for Civil Aviation, had to receive 50 reports of violations before acting and blocking on the ground, on August 7, for the first time, Seabird 1 for 20 days.
