Green light for contract renewal for around 200 thousand public employees. The signature has arrived on the hypothesis of an agreement for the renewal of the National collective labor agreement 2025-2027 of the central functions. The agreement concerns employees of ministries, tax agencies and non-economic public bodies. It is the first renewal of the sector signed during the validity period of the three-year contractual period, without the delays that characterized many previous renewals. And in addition to the economic increases (162 euros gross per month on average), for the first time a public contract contains an entire chapter dedicated toArtificial intelligencewith specific guarantees for workers.

How much are the increases for state workers?

The average increase will be 162 euros gross per month over 13 months, starting from 1 January 2027. The increases will be distributed through three progressive increments, always from the first day of the year. From 2027, the gross monthly increases will range from 126.60 euros to 221 euros depending on the employee’s professional classification.

Who benefits from the renewal of the contract state

The new contract concerns approximately 200 thousand public workers of the central functions sector: ministerial employees; staff of tax agencies and workers of non-economic public bodies. However, the agreement does not affect the other sectors of the public administration, which follow different contractual paths.

The historical news: the rules on artificial intelligence are arriving

An absolute novelty is the introduction of a specific discipline for the use ofArtificial intelligence in public administration. According to a recent survey on public administration, in fact, around 66% of employees already use artificial intelligence tools in their work, often without official guidelines. The new rules establish that administrations will have to inform workers in advance about the adoption of algorithmic systems and automatic decisions regarding hiring, career, remuneration, evaluations or disciplinary proceedings cannot be entrusted to AI. Furthermore, every decision supported by AI systems will have to be subjected to human control and review and the worker will have the right to know the criteria used by the algorithms and to ask for a review of the decisions.

The other new features of the state contract

In addition to salary increases and new rules on Artificial Intelligence, the contract renewal introduces a series of measures to improve employee well-being and modernize the organization of public work. Among the most significant innovations are i paid time off for cancer screenings for workers over 50, which are added to those already provided. From January 1, 2027 it also comes the differentiated holiday regime for new hires has been eliminated: all employees, therefore, will have the same rights, without distinctions based on seniority. The contract also introduces the “skills certificate”a tool that will certify training and professional development paths, with particular attention to the digital and technological skills increasingly required in public offices. Protections for the most vulnerable workers in the context of smartworking and remote working are then strengthened.
