There are no more than three billion. The MEF thus reacted to the slip of the bill decree decided by the premier, reiterating that the funds are those. The anti -winning help measures to families and businesses had to arrive today in the Council of Ministers and instead will arrive on Friday morning, because they are considered “not satisfactory” by Giorgia Meloni, who also asks for a billion more. In the field there are three protagonists: large businesses, families and small businesses that are experiencing dear energy and energy producers who have to keep margins. To pull the rows, in search of a compromise the government, which must also find economic coverage.
The premier asked the ministers Giancarlo Giorgetti and Gilberto Pichetto Fratin to review the draft presented, to “make more” and guarantee a more concrete impact on the bills of families and businesses. It seems that the key points of the decree are not under discussion, but it serves an “deepening”.
The main measures of the current draft provide for an enhancement of the social bonus, with the raising of the ISEE roof from 9,530 to 15,000 euros to extend the discounts to the bill to 6 million families. To support companies on the table there is the reduction of the differential between the gas price on the European and Italian market, with an estimated savings of 1.3 billion for companies. At risk of contestation from Brussels the hypothesis of recovering 600 million proceeds from the auctions on CO2 emissions to give them to energy and SME companies. Rome could thus expose itself to the dispute of state aid at European level. It is also working on the enhancement of Energy Release electricity supply at calm prices for companies that use renewable sources. This, however, economic covers permitting. Then there is the transparency issue with new rules to prevent unjustified charges and make invoices more readable. Then there is the chapter extension of hydroelectric concessions. Over eight out of ten have expired or will be within four years.
The pressing on the government comes from all sides. Confindustria has estimated that the most expensive energy compared to the European average will involve an increase of 10 billion euros for businesses and families. Confcommercio asks for immediate interventions on the system charges and on the misleading between the price of electricity and that of the gas. The national confederation of crafts and SMEs estimates that small Italian companies pay energy up to 40% more than the European average. Consumer associations (Codancons and National Consumer Union) ask to restore the measurement of the Draghi government of VAT reduced to 5% on the gas and the zeroing of system charges. In the opposition, the Democratic Party relaunches the proposal to “disintegrate the price of energy from that of the gas” and to guarantee lower tariffs through a single public buyer.
Now there are three days of work and internal discussions. The Council of Ministers on Friday will be decisive, to understand how the government will intervene to support businesses and families.
