The INPS algorithm is about to freeze thousands of payments for failure to review the ISEE. Here is the emergency procedure so as not to miss your April top-up.
The cursor flashes on the wording “suspended application” and, for thousands of families, the top-up of the Inclusion Card scheduled for the 27th of the month does not arrive. It is not a technical error of the central system, but the domino effect of a time lag between the databases of theINPS and the updating of Single Substitute Declarations (DSU).
The transition towards the 2026 asset calculations has revealed discrepancies that the Institute’s software detects as blocking anomalies, interrupting the payment of the subsidy without formal notice to the user.
Why INPS suspends ADI Card payments
The critical threshold is represented by the value of 9,360 eurosthe ISEE limit for access to the measure. However, the current problem almost never lies in exceeding the ceiling, but rather in the mismatch between the members of the nucleus declared for registry purposes and those present in the database SIISL platform. Many beneficiaries have failed to communicate changes that occurred in the first two months of the year, ignoring that the control algorithm now also cross-references, in real time, the data relating to the activation of fixed-term contracts, even for just a few days, which alter the calculation of the supplementary quota.
The automatic review mechanism is not limited to earned income. The real trigger of the April suspensions concerns the consistency of the movable assets (current accounts, savings books, prepaid cards) referring to the previous two years. If the difference between the balance and the average stock detected by theTax Registry surpasses i 5,000 euros (increased based on the number of children), theINPS requires an additional investigation. This means that a small oversight in a dormant current account can trigger a red light, freezing sums vital for daily sustenance.
How to avoid blocking: the necessary checks
To avoid suspension, the first step is to check the consistency of your DSU. Then there is the question of “altitude jumps” for disabled members or those over sixty. In the presence of a new disability report not yet correctly incorporated into the ISEE system, theINPS applies the least favorable equivalence scale parameter. The result is an immediate deduction of the check which can reach up to 180 euros per month less than necessary. The resolution is not immediate: once the ISEE has been rectified, the system takes on average 45 days to reprocess the application and release the arrears.
The circle closes with the obligation to subscribe to Digital Activation Pact (PAD). Many users, convinced that they had completed the process in 2025, did not verify the renewal of their authorizations for the new fiscal year. Without confirmation of the PAD updated to the current conditions of the unit, the institute is not authorized to transmit the data to the municipal social services, thus interrupting the chain of payments. It is the paradox of digitalisation: a measure created to include ends up excluding those who do not have the technical skills to navigate between cryptic error messages and continuously updated portals.
