Transport bonus up to 400 euros: ISEE under 20 thousand and ranking, who is entitled to it

The old 60 euro transport bonus will not return in the form to which millions of commuters and students had become accustomed. In fact, from 2027 the Government aims to replace it with a completely different system, called “My mobility account”a personal credit that can reach up to 400 euros per year and which will not be assigned based on the speed with which it is possible to connect to a platform, but through a national ranking based on the economic situation and actual travel needs.

The measure is contained in the Italian Social Climate Plan, which allocates approximately 1.74 billion euros to the new instrument and aims to reach up to 1.65 million beneficiaries every year between 2027 and 2032. However, there is an important clarification: the bonus is not yet operational and the requirements cannot be considered definitively crystallized, because the Italian Plan has been sent to the European Commission and is still being evaluated, while the national act which will have to establish in detail the methods and times It should arrive by the first quarter of 2027.

Transport bonus 2027, how much is it worth

The change compared to the previous incentive is substantial. There will no longer be a voucher of up to 60 euros to be used for a single purchase, but a nominative digital walleton which a credit can be loaded from 100, 200 or 400 euros per yeardepending on the level of vulnerability attributed to the applicant.

The money can be used for multiple purchases and with different local and regional public transport operators, therefore for tickets and passes without necessarily being tied to a single company. The Plan provides for management through the Eco-Solidarity Mobility Platform, the Pmes; if the system is not yet fully operational at the time of launch, a transitional phase is also foreseen through QR codes that can be used directly as a discount.

Who can request it: the ISEE limit of 20,000 euros

The first requirement is economic. In the current configuration of the Plan, only people belonging to households with will be able to access the new Mobility Account ISEE not exceeding 20,000 euros. Once this threshold is exceeded, one is excluded, regardless of the distance traveled to reach work or university and the other criteria.

But having an ISEE of less than 20,000 euros does not automatically mean receiving the bonus and above all it does not mean obtaining the 400 euros. In fact, the new system introduces a Vulnerability Indexexpressed through a score that can reach 100 and which will serve both to determine the contribution band and to establish the applicant’s position in the national ranking.

How the ranking works: up to 60 points only for the ISEE

Income is the factor that weighs the most. According to the scheme contained in the Plan, an ISEE up to 10,000 euros is worth 60 pointsBetween 10,001 and 15,000 euros is worth 45while between 15,001 and 20,000 euros are awarded 25 points.

Added to these are those linked to the distance between home and place of work or study. Those who travel less than 10 kilometers get 5 points, between 10 and 30 kilometers they receive 10, while those who travel more than 30 kilometers get 20 points.

Others 10 points are provided for those who do not own a car within their ISEE family unit and others 10 points for those who have already used a monthly or annual public transport pass in the period before the introduction of the new bonus. Owning a car, therefore, does not automatically lose the right to the contribution, but it can lower the score and, in some cases, determine the passage from one economic bracket to another.

When 400 euros are due

It is precisely the overall score that determines the potential amount of the contribution. With less than 35 pointsaccording to the system currently envisaged, one is not included among the beneficiaries except for possible slippages; from 35 to 54 points the Mobility Account is worth 100 euros, from 55 to 79 points rises to 200 euros, while from 80 to 100 points the maximum of is reached 400 euros per year.

The jump between one band and another can therefore be considerable. A worker with a very low ISEE, who travels more than 30 kilometers to reach work, does not own a car and already has a public transport season ticket, can reach 100 points and fall into the highest bracket. On the contrary, having an ISEE under 20,000 euros but living close to the workplace, owning a car and not having recently used public transport can leave the applicant in the lowest brackets.

The Plan provides for up to each year 300,000 contributions of 400 euros, 350,000 from 200 euros And one million from 100 eurosfor a theoretical maximum of 1.65 million beneficiaries. Precisely for this reason, reaching a certain score will not necessarily equate to already having the money insured: the position obtained in the ranking with respect to the available resources will also count.

Disabled people and caregivers: when 100 points are directly assigned

For some particularly delicate situations, the Plan instead provides for the direct attribution of the maximum score, without having to add ISEE, distance and other requirements.

This is the case of people with certified disabilitiesof the family caregivers who assist people with disabilities and the people subjected to continuous health treatments that require frequent travel. For these categories the Vulnerability Index should automatically be equal to 100 points, therefore placing them in the potential 400 euro range.

Goodbye to click day

One of the most notable changes concerns the way resources will be distributed. The old transport bonus essentially worked as a one-stop shop and on the days the platform was open the funds could be used up quickly, transforming the request into a race against time.

With the new system this mechanism should disappear. The applications will be collected and sorted in a ranking based on the Vulnerability Index, with the aim of giving priority to those with a more fragile economic situation and greater difficulties in daily travel.

The new account will also be linked to the family ISEE, while in previous editions of the Transport Bonus we looked at individual income: a change that can significantly change the group of beneficiaries.

When you can apply

At the moment no applications can be submitted yet for the 2027 transport bonus. There is therefore no opening date for the platform nor an official procedure already active.

The Plan must first complete the European process: on 7 October 2026, the Commission formally indicates Italy among the countries that have presented their Social Climate Plan but for which the evaluation is still underway. The national implementation act will then have to arrive, expected by March 2027, which may confirm or modify some details currently contained in the Plan.

However, a digital method is envisaged through the Pmes, but alternative channels should also be made available for those who have difficulty using online services, through Caf, patronages, employment centers and other affiliated branches.

What should you check now?

For those who think they can fall within the measure, the most important data will be the ISEE 2027. In the current configuration of the bonus, in fact, a few points can make a considerable difference: going from 79 to 80 potentially means doubling the contribution from 200 to 400 euros, while stopping at 34 instead of reaching 35 could mean initially remaining out of the financing.

And this is the real difference compared to the old transport bonus: it will not be enough to respect an economic limit and arrive before the others. The new system tries to measure how much transport actually impacts the daily life of each applicant, putting together income, kilometers travelled, availability of a car and use of public transport. To find out if this architecture will arrive intact by 2027, however, we will have to wait for European approval and above all the Italian implementation measure.
