The operational phase for the Thermal Account 3.0 has begun. With the opening of the new Portaltermico of the GSE, citizens, businesses and public bodies can now submit applications to obtain incentives that cover up to 65% of the costs for energy saving interventions, with the possibility of reaching up to 100% in specific cases. It is a way for those who want to intervene on systems and consumption without waiting years to recover the investment.

What is Thermal Account 3.0 and why it is important

The Thermal Account 3.0 is the state incentive mechanism for energy requalification of existing buildings and for the production of thermal energy from renewable sources. It is the evolution of the Thermal Account 2.0, introduced in 2016, and broadens its scope with clearer rules, a wider range of beneficiaries and completely digital management. It doesn’t work with tax deductions, no tax discount, but through a direct reimbursement provided by Energy Services Manager. In practice, once the application is approved, the contribution is paid directly into the beneficiary’s current account, in a single payment or in annual installments. There are 900 million euros available per year for private individuals, businesses, public administration and third sector bodies.

Who can access the Thermal Account 3.0 and for which interventions

Families and private citizens can access, but only for some specific interventions. For private homes, the bonus does not finance construction work such as cladding or fixtures. You can ask to replace an old boiler with a heat pump; to install a hybrid system (heat pump + boiler); to change an old electric boiler with a heat pump one; for solar thermal panels for hot water… In short, if you change the heating system to a more efficient or renewable one, you can access.
Businesses (professionals or managers of businesses such as shops, offices, hotels…) can obtain the incentive both for replacing heating systems and for improving the building
for example with thermal insulation, new fixtures, installation of solar thermal panels. But be careful: for companies the procedure is a little more structured and requires a preliminary request before the works. They can access the incentive public administrations: Municipalities, Regions, schools and universities, hospitals and healthcare facilities. All the main energy efficiency interventions are permitted here: from the thermal insulation of walls, roofs and floors to the replacement of fixtures; from advanced insulation interventions to the installation of solar thermal panels, etc.…And municipalities under 15 thousand inhabitants can get 100% reimbursement of the expense. Finally, the Conto Termico 3.0 is also available to third sector bodies (non-profit organisations, associations…). If it does not carry out a commercial activity and manages buildings intended for social, educational or health services, it can obtain the same incentives as the public administration, including the possibility of full reimbursement in some cases.
In general, the incentive is never valid for new or under construction buildings and for “halfway” or unfinished works.

How much can be obtained with the Thermal Account 3.0: percentages and limits

The Thermal Account 3.0 incentive is calculated taking account of the technology installed, the efficiency of the system and the climate zone. In general, the contribution can arrive up to 65% of the expense e can go up 100% for small municipalities and for some interventions on schools and public health buildings. However, the actual amount may be lower, because it is not a fixed percentage. If the contribution does not exceed 5 thousand eurosis paid in a single solution. For higher amounts however it happens in annual installments up to a maximum of five years.

How to apply and when to receive the Conto Termico 3.0 incentive

Everything happens on the new portal Heat carrieravailable in the GSE Customer Area. To access you must log in with your digital identity and provide all the required documentation. Private individuals must apply directly by 90 days from the end of the works; for the imbusinesses one is mandatory preliminary request; for public administration and third sector entities it is possible book the incentive before starting the workwith an advance of up to 50%. On the platform there is also a integrated simulatorwhich allows you to estimate the incentive even on the basis of a simple estimate, without immediately attaching all the expense documentation.
The GSE has up to 90 days to evaluate the application. If successful, the contract is stipulated and the contribution is disbursed quickly. It also remains possible assignment of credit: the beneficiary can mandate the company carrying out the work to collect the incentive directly. In this way the initial outlay is reduced and it is not necessary to pay the entire expense upfront.
