From January 1st, price increases on cigarettes, e-cigs, heated and chopped tobacco: around 25 cents more per pack, over 90 euros a year for those who smoke a pack a day
New increases on cigarettes in 2027: smokers get ready to put their hands in their wallets again. From 1 January 2027 the second step of the price increases plan decided with the 2026 Budget Law will begin, which will bring prices higher not only for traditional cigarettes, but also for electronic cigarettes, for heated tobacco and for shredded tobacco. The official estimate is around 25 cents more per package. But it is an average, and the final price will depend on the brand.
Cigarette increase 2027: how taxes will change
The maneuver has set a path in stages until 2028. The fixed part of the excise duty goes from 32 euros in 2026 to 35.50 in 2027 for every thousand cigarettes and to 38.50 from 2028. The share calculated as a percentage of the sales price drops slightly, from 49.23% to 48.50% in 2027 and to 48% from 2028. It also goes up the minimum tax threshold, which includes VAT: 216 euros per thousand cigarettes in 2026, 221 in 2027 and 227 from 2028.
How much will a pack of cigarettes cost in 2027
Compared to the reference price, the estimate is approximately 25 cents more in 2027 and approximately 40 from 2028. The real amount will change from brand to brand: the prices are proposed by producers and importers and made official by the Customs and Monopolies Agency (Adm), which continues to update the price lists during the year. Applying the average estimate, a 5.80 euro package could reach around 6.05 euros in 2027, and around 6.20 euros from 2028; a 6 euro package would rise to around 6.25 euros and a 6.30 euro package, like that of one of the most popular brands, would reach around 6.55 euros.
E-cig, heated and chopped tobacco: who else pays more
In 2027, the tax on e-cigarette liquids, with and without nicotine, and on flavorings will also increase. Then the tax on heated tobacco and the minimum tax on shredded tobacco, the one used for do-it-yourself cigarettes, increases. For these products, however, there is no official estimate of the price increase on the individual bottle or package: the final price will depend on the product and the decisions of each manufacturer. An exception is the shredded meat, for which according to the technical report of the Maneuver the increases can reach around 60 cents for a 30 gram pack.
How much more will someone who smokes a pack a day spend?
With the average price increase of 25 cents, those who smoke a pack a day would spend around 91 euros more over twelve months, more than 7 euros a month. Spending will vary based on consumption and brand. And it won’t be the finishing touch. A new step is already planned for 2028.
