Since then many things have changed, starting with the sensitivity of voters towards the instrument of popular consultation, which, used as a means of correcting parliamentary majorities, has removed the interest of the voters. However, even if you look at the questions that have not exceeded the quorum (necessary in the event of repeal and not for confirmation referendums), it is clear rather well what the orientation of Italians in the field of justice is. In 1997, the radicals always asked the Italians if they wanted to abolish the progression system of the careers of magistrates. The referendum, which took place in mid -June proposing the cancellation of many other rules, did not reach the quorum, stopping at 30 percent of the voters, but the question on the judges obtained 83.6 percent of yes, to which was added 85.6 percent to the question on the ban on the extrajudicial positions of the togas. Three years later, the radicals, together with the socialists, tried to modify with the popular will both the mechanisms of election of the CSM, reproducing the demand on extrajudicial positions and proposing the separation of careers between prosecutors and judges. This referendum also did not reach the quorum, but the three questions obtained a percentage of so that it ranged between 69 and 75 percent. The theme of the separation of careers between investigating and judging judiciary was re -proposed three years ago, but also in this case the vote did not exceed 50 percent of those entitled and therefore was judged null. However, 73.3 percent of the voters declared themselves favorable, as well as the majority of consensus obtained the idea of allowing the secular members of the CSM to evaluate the work of the magistrates in judicial advice.
In short, every time the opportunity presented itself, an overwhelming majority of the voters said yes to a turn of lives towards the magistrates.
