Garlasco, the “pirate” report of the Ris on Stasi: this is how the stigma of the “blond with the icy eyes” was born

In the Garlasco case, a mysterious psychological evaluation on Alberto Stasi emerges that was never included in the trial, while the Pavia Prosecutor’s Office also investigates the anomalies in the Ris’ analyzes of the bicycle pedals.

An evaluation of Alberto Stasi’s personality, never requested by the prosecutor investigating the murder of Chiara Poggi and never ended up among the trial documents, was in the offices of the Parma Ris carabinieri: 13 pages, 17 points, no date and no handwritten signature of the professional who would have written it. It came to light 19 years later and only after a performance order from the Pavia Prosecutor’s Office.

But now the mystery deepens. Because Alessandra Bramante, the criminologist whose name appears in the header of those pages, claims not to have written them: “I have never made any profiles, if I make reports I put the date and signature.” The “psychological evaluation”, as it is indicated under the heading, was only recovered on 10 September and ended up among the attachments to the new notice of closure of the investigations against Andrea Sempio.

The text takes as reference some of the reports given by Stasi in the early stages of the investigation: those of 13 and 17 August 2007, when he was heard as a witness, and that of 22 August, when he spontaneously presented himself as a person subjected to investigations. The evaluation highlighted, among other aspects, Stasi’s alleged “coldness” and a profile described through terms such as “calculator” and “manipulator”. Some passages suggest that it is a minute. The incipit of the conclusions is a clarification: «Thoughts and impressions obviously based on the cards». The evaluations follow: «Too many contradictions and untaken words, extreme indifference towards the victim, narcissistic tendency and hypercontrol».

But today the content almost takes second place compared to the genesis of the document. The magistrates of Pavia are therefore considering summoning those who coordinated the investigations in 2007. The prosecutor was Rosa Muscio (now works in the Milan Juvenile Prosecutor’s Office), she was 36 years old at the time and managed the first phases of the investigation in the absence of the prosecutor Alfonso Lauro who was on holiday. And it is at this precise point that the story of the mysterious psychological evaluation crosses paths with another problem on which the Prosecutor’s Office is focusing.

Not because there is a technical connection between that report and the genetic analyses, but because both bring the investigators back to the RIS offices in Parma. The second case concerns the pedals of Stasi’s bicycle. According to what was communicated by the Pavia Prosecutor’s Office, the Ris did not forward to the investigators at the time the negative results of two new analyzes carried out on 20 September 2007, after the previous day the tests had highlighted a genetic profile attributable to the victim on the pedals.

Alberto Marino, officer in charge of the Ris Biology Section, was questioned about the two negative analyzes of September 20th. When asked why he had repeated the tests on the same sample after the positive results the previous day, he replied: “To want to investigate further.” But the study gave the opposite result. However, Marino explained that he had “no specific memories” of the phase following the negative result. But he acknowledged that, “probably”, the two negative results “were not given the weight they perhaps deserved”.

And he explained that the relationships with the Prosecutor’s Office on the results of the analyzes were not held directly by him, but by his commander (General Luciano Garofano, who contests the reconstructions and claims that a report dated 24 September demonstrates that all the results obtained up to that moment were made available to the parties’ consultants). Hence the need to rebuild the communications chain.

Then there is a further detail. After the positive result on September 19th and before the report on the biological tests filed on September 24th, the day of Stasi’s arrest, Marino explained: «We certainly did further investigations in search of blood and on the pedals». The Prosecutor’s Office, however, contested that in those days there was no trace of inspections on the findings carried out jointly between the parties.

This is where worksheets also come into play. Important documentation to reconstruct in detail the operations carried out in the laboratory and to verify the origin of the results obtained.

The general commander of the Carabinieri, Salvatore Luongo, interviewed by Tg1, claimed the “maximum transparency” of the force and the “total and full collaboration” with the judicial authorities, recalling that “the RIS is a scientific excellence at an international level and a rigorous point of reference”.

But it was when speaking about anomalies that needed to be ascertained that Luongo used harsh words: «Public opinion’s trust cannot be preserved by hiding doubts nor is it measured on the infallibility of individuals», he explained, underlining the need to demonstrate «the capacity for self-criticism and the most absolute rigor in the application of scientific protocols».

No corporate defense, therefore, in the event that the judiciary were to identify personal responsibilities. In this case, warns the general commander, “the response of the Army will be of absolute firmness”. And the conclusion is even more explicit: «Any errors or illicit conduct of individuals must not affect the honorability of thousands of carabinieri nor the value of the Res. But whoever made a mistake will be held accountable in every instance because the protection of legality comes before everything.”
