Passport issuing becomes completely digital, with payments via post office, banks and apps enabled. Here’s what changes for citizens and how much they pay
From December 1st, applying for a passport will no longer be the same as before. With a new payment system integrated into PagoPAthe traditional postal bulletin definitively disappears. The reform aims at the total digitalisation of the procedure, making collection more traceable and uniform throughout the national territory. And at the same time the tariff is updated for issuing the document: it goes from 42.50 to 42.70 euros, while the revenue stamp remains unchanged at 73.50 euros.
Mandatory digital payments: what changes from December 1st to get your passport
End of postal bulletin. From 1 December 2025 the contribution to obtain the passport can only be paid through the systems enabled by Poste Italiane or by other Payment Service Providers connected to the PagoPA platform. Citizens will be able to pay in post offices and online services of Poste Italiane; at the banks participating in the PagoPA circuit; in tobacconists and bookshops equipped with enabled PSPs and on the digital platforms of all authorized operators. To avoid queues and travel, it will be possible to carry out the entire procedure from home via the websites of post offices, banks and other PSPs and on the official apps of participating operators. During the payment phase, the name and tax code of the applicant must be indicated, including those of minors. No race against time: slips paid before 1 December 2025 will remain valid and accepted by passport offices without the need for a new payment.
Passport offices, reservations and news at post offices
The passport offices of the State Police will continue to work only by appointment, to be booked on the dedicated portal: passportnline.poliziadistato.it. But there are also more and more post offices authorized to issue or renew passports. Today there are 3,215 active branches. To request or renew your passport at a post office you need: valid identity document; Tax ID code; two photographs and the expected payments. In case of renewal, the old passport or the report of loss/theft must be submitted.
The authorized counters directly collect fingerprints and photos, then sending everything to the Police.
The other new features: European design and a stop to border stamps
There could also be a passport redesign coming soon. The European Commission has registered the citizens’ initiative “EU Stars On My Passport”, which calls for the possibility of adding an optional design with Union symbols on the cover. For the proposal to be evaluated, it will be necessary to collect at least one million signatures. And since last October the new Entry-Exit System (EES) for the Schengen countries came into force.
The system concerns all non-EU citizens who enter for short stays and requires the registration of fingerprints; facial recognition; possible iris scan and passport data. Registration takes place upon first entry at special automatic kiosks, valid for three years.
