Investigations and the case of the Diocesan Museum

According to the Ghisleri survey in the “press”, 60% of the dem sympathizers rejoice the Milan of Mr. Expo, accused of promoting “private interests and building speculations”. And the diocesan cancels the announcement of the new museum entrusted to a “Boeri Boy” in self -protection.

Italians don’t like Milan by Beppe Sala. Nor to the Democratic Party. A survey of Alessandra Ghisleri Published by Printingaccording to which almost 70% of Italians rejects the so -called “Milan model” and even six out of ten voters believe that the urban planning project of Room It does not work, accusing it of promoting private interests, building speculations and of increasing inequalities. Only 30% consider it a model “with lights and shadows”, while 67% accuse the city of having neglected citizens. Among the priorities indicated: more transparency (36.7%), popular construction (22%), price block (10.8%) and Green incentives (9.4%). An discontent that is reflected in the concrete events of the city, as well as in the investigations of the judiciary, also in a recent case such as that of the new Diocesan Museum.

After months of suspensions, reliefs and protests, in fact, on 8 August the diocesan work for the preservation and dissemination of faith canceled the tender of 728,000 euros for the executive design and the works management of the new Diocesan Museum in Milan in self -protection. A cancellation officially motivated by the need to “safeguard the loan” and prevent disputes with the Ministry of Culture and Anac, which had reported “profiles susceptible to evaluation of illegitimacy”. But behind the cards and legal formulas, there is an intertwining of personal relationships, procedural omissions and conflicts of interest that leads back to a restricted nucleus of architects and politicians: what in the city many call “the tour of Boer».

A system that is partly emerged in the investigation cards on the urban planning of Milan, with an investigation against the mayor Beppe Sala. The recurring protagonist is Tommaso Sacchitoday Councilor for Culture of the Council Roomin the past spokesperson of Stefano Boeri Both when the architect was councilor at Palazzo Marino, and in the professional studio. AND Bags To sign, in May 2022, the memorandum of understanding with the Archdiocese and other bodies to relaunch the project of the Diocesan Museum, a municipal good granted in use to the Curia. That protocol provided for the establishment of a “public -wheel drive” control room, with the majority of members appointed by the Municipality and other public bodies, in charge of directing the activities, therefore probably also the choice of professional assignment methods. That control room, however, has never been activated. In essence, the entire design process – preliminary, definitive and executive – should have been the subject of a single procedure since the funds had already been allocated by the decree of the former minister Dario Franceschini.

Without that control body, the Curia proceeded independently, entrusting directly and without a public tender to the study of Cino Zucchi – architect near the environment of Boer And already his jury partner at Beic – the elaboration of the preliminary and definitive project. An assignment that, according to the contract code, could not have been “chopped”: the entire design process – preliminary, definitive and executive – should have been the subject of a single procedure.

Instead, completed the first two phases by Zucchionly the executive design was competing, (with undue faculty of approval by the same Zucchi), the one ended up under the anac lens and then canceled.

It is not the only irregularity reported. The project of Zucchi It expected to extend the museum to both cloisters of the Sant’Eustorgio complex, while the agreement signed in 1997 between the Municipality and the Archdiocese established a clear distribution: north cloister at the Diocesan Museum, south of parish functions. If a different intended use had really been necessary, it would have been essential to formally change the agreement, reporting the question in the city council. None of this has been done, creating a substantial legal contrast with the current act.

The story of the diocesan is intertwined with that of the Beic. Even there, Bags He is a silent director: in the competition for the new library, the race with the appointment on the jury is of his councilor is of Boer both of Zucchi. The result is now known: accusations of auction disturbance and abuse of office, with both architects investigated by the prosecutor and banned for a year by public competitions. In the case of Boerthe judicial troubles do not end here: it is also investigated in the investigation into the Pirellino and will have to face a trial for the Bosonavigli project.

All this takes place in a city, Milan, already shaken by the investigation into the urban planning that in recent weeks has led to the arrest of six people, between municipal officials and entrepreneurs, with accusations that range from corruption to traffic of influences. While not involving Zucchithat investigation showed how much Milanese urban planning is permeable to privileged relationships and procedural shortcuts. In this context, the opacity of the diocesan case take on an even more significant meaning. After all, it is not the first time that Zucchi He gets assignments without competition on projects of public interest in Milan. Already in 2016-2017 he had developed on behalf of FS Urban Systems Preliminary Studies on Railway Scali, involving Onsite Studio and Baukuh. We find the same professionals, curiously, among the winners of competitions in which Zucchi He played a role in the jury, as happened for Beic.

The story of the new diocesan museum starts from afar. In 2007 an international competition saw the victory of Catalan Josep Linás Carmonawith three associated Italian studies. The project was abandoned due to lack of funds. Moreover, when the initiative left almost twenty years later, the Municipality no longer fished the winner of the competition, but left the Curia the choice to entrust the design to Zucchifourth classified in that competition. A decision that had triggered the protest of 109 architects – including Gianni Biondillo, Giorgio Goggi, Lorenzo degli Esposti, Ugo the stone, Luca Beltrami Gadola, Franco Purini And Marco Vitale – who denounced a “discriminatory procedure” and the use of ready -made documents, in violation of the principles of competition and impartiality.

The cancellation closes the tender but does not cancel the questions. Why has the control room provided by the 2022 protocol has not been activated? Why has a municipal good have been the subject of a project that distorts them without going through the city council? Why, once again, the central figures in a contested assignment all belong to the same round of friendships and interests? Perhaps the Italians have already understood it.
