TARI: Differences up to 425 euros between one city and another in Italy

In La Spezia you spend 170 euros per year, 595 euros in Pisa. Common you go and tax on the waste you find. Dear Tari (of over 7%) there is everywhere (also because of the evasion), but for some citizens it is much more onerous. And, paradox, in the South we spend more, for less efficient services. According to an investigation carried out by the social status, tax and social security policies, immigration of the UIL, the national average is 337.77 euros and in the South each family pays 388 euros, against the 278 euros of the north-east of the country.

Pisa is the city with the highest Tari: a type type (four people with a house of 80 square meters and an ISEE income of 25 thousand euros) spends on average 595 euros per year. Brindisi (518 euros), Trapani (511 euros), Genoa (508 euros), Pistoia (504 euros) and Naples (493 euros) follow. On the contrary, La Spezia is the cheapest from the point of view of Tari, with an average expenditure of 170 euros per year. Lower costs than the national average are also recorded in Belluno (186 euros), Novara (189 euros), Brescia (195 euros) and Ascoli Piceno (200 euros).

There are strong differences also in metropolitan cities. Genoa is the most expensive with 508 euros, followed by Naples (493 euros), Reggio Calabria (487 euros), Catania (475 euros) and Cagliari (450 euros). Rome and Milan, on the other hand, are below the national average, with an expense of 326.04 euros and 305.92 euros respectively.

From the study then emerges a remarkable disparity between North and South. The impact of the TARI on medium family net income is particularly heavy in the South, where the average incidence is 1.34%, more than double compared to 0.64% recorded in the north-east. An imbalance that goes hand in hand with a waste management system less efficient and devoid of the infrastructures necessary to reduce the disposal costs.

On the costs of the waste tax weigh three critical issues, according to UIL: the lack of adequate collection and treatment plants, the persistent use of landfill disposal and unsatisfactory levels of separate collection and recovery of resources. “The southern municipalities find themselves managing a huge challenge alone, with few resources and without the necessary support. But the generalized increase in Tari also has another cause. The Italian municipalities have a deficit of seven billion euros due to Tari and IMU did not collect, with only six out of ten taxpayers who pay regularly. This weighed on the average increase in the 7% waste tax between 2018 to 2022 and on the increases of 2024. The inefficiency in waste management and the lack of checks on payments aggravate the situation, forcing those who pay regularly to support too the weight of the evasion.
