The Privacy Guarantor approves the experimentation of the digital portfolio in Italy

How the digital portfolio works, which documents can be loaded and what security guarantees are foreseen

Step forward in the path to the digitization of personal documents in Italy. The Privacy Guarantor gave the ok to two decree schemes developed by the Presidency of the Council relating to the IT-WALLET, the digital portfolio integrated in the app, to collect certifications and official documents and always have them at hand when they need. The green light officially opens the experimentation phase, which will involve millions of citizens, starting from the 5 million Italians who have already activated it-wallet. In the coming months, the list of chargeable documents will increase, approaching the European digital portfolio, expected by 2026.

It-wallet: how it works and what documents can be loaded

It-wallet is a real digital portfolio integrated in the app. Having official certifications and acts on the smartphone, ready to be shown when necessary, makes access to services more immediate and the exchange of information between citizens, businesses and public administration. To date, the app allows you to keep some documents already in digital format: the driving license, the health card, the European disease insurance card and the European disability card. But the use remains limited. The digital license, for example, enables driving but still does not apply as an identity document. With the start of the experimentation it will be possible to load ISEE, certificates of residence, qualifications and enrollment in the electoral lists. In a subsequent phase, the electronic identity card and other school and university certificates will also enter. To access, Spid and Cie are used, but Brussels pushes for safer tools, which also include physical components, such as the scan of paper via smartphone.

It-Wallet: the conditions set by the Guarantor for Privacy and Security

The green light of the Guarantor, however, came with precise conditions: adequate security measures are needed and a clear definition of the roles of those who will manage the data, to avoid improper uses. The authority will evaluate each passage of the path. Italy is accelerating to be found ready for the appointment with the European Wallet, which will become operational from 2026. The tool will apply to all EU countries and will be useful not only to travel, but also to access calls, competitions and public transfrontier services. The priority for the Italian government remains the spread of the electronic identity card, as a main access key to the digital portfolio, while the Spid seems destined to remain in the background.
