The Maneuver 2027 voucher is worth 300 euros for those over 75 years old and a pension of up to 28 thousand euros: requirements, permitted expenses and what is not yet known
A 300 euro bonus to pay for drugs and visits that the National Health Service does not reimburse. It is the voucher designed by the government for the over 75s and included in the 2027 budget, approved by the Council of Ministers on 28 October and now awaiting examination by Parliament. According to the executive’s estimates, it will involve around 5.5 million people, at a cost of 1.6 billion euros.
300 euro bonus over 75: who can get it
At the moment we know that two requirements are needed: be over 75 years old and have a pension that does not exceed 28 thousand euros per year. According to government numbers, potential beneficiaries are around seven out of ten over 75s. However, the definitive text will have to clarify some points. It is not said whether the limit of 28 thousand euros is before or after taxes, how multiple pensions will be added and whether other income also counts. It is not even said that the ISEE is used. The possible residence or citizenship requirement and the treatment of those who turn exactly 75 years old remain to be defined.
What healthcare expenses does the voucher cover
The voucher will be used for health expenses that are borne by citizens. Prime Minister Meloni spoke about medications and specialist visitsdefining the measure as “concrete help”. The burden is considerable: in Italy healthcare spending paid directly by families now exceeds 41 billion a year. According to rumors, over-the-counter medicines, copayments, dental care, home care and aids could also be included. For now these are just hypotheses: the official list of benefits covered by the bonus will depend on the final text of the rule.
How to request it and when it arrives: the points still open
There is not yet a timetable or a procedure for the 300 euro bonus for healthcare for the over 75s. It is not known whether the voucher will be an electronic card, a credit to spend or a reimbursement of expenses already incurred. And it is not clear which body will manage it (the INPS is assumed, but without confirmation), nor whether it will arrive automatically based on social security data or whether an application will be needed. It is not even known whether it will only be valid for 2027 or will become structural. To find out more we will have to wait for the final text and implementing instructions.
Voucher and Health Fund: two different things
The government includes the voucher in the package of around 5 billion for healthcare, together with an additional 3.4 billion for the National Health Fund, which rises to 146.3 billion. The two items are different: the Fund finances the public system, while the voucher helps citizens pay for private services.
