250 million to support the most fragile households and SMEs and a remodulation of system charges to reduce energy costs. What does the draft of the measure expected in the Council of Ministers provide and that Meloni could present it to Atreju.
The government is speeding up the Energy Decree, the provision which should reach the Council of Ministers within the week and which Prime Minister Giorgia Meloni plans to present from the Atreju stage on Sunday 14th, on the final day of the Fratelli d’Italia event. In the package stands out a bonus from 55 euros on electricity bills intended in 2026 for the most economically fragile familiesfinanced with 250 million euros. The government is trying to provide immediate relief to families and businesses, through a complex operation to remodulate system costs and rationalize the energy market. A technical challenge that Meloni aims to transform into a political signal of stability and listening, right in front of the Atreju audience.
Bills: 55 euro bonus for 4.5 million families and deferral of system charges
According to the draft decree, the extraordinary contribution from 55 euros per year will be recognized to families with Isee up to 15 thousand euros and numerous nuclei with at least four dependent children and ISEE less than 20 thousand euros. The estimates speak of 4.5 million familieswho will receive additional help compared to the social bonus that remains active. The cost of the measurement, 250 million euroswill be covered by the Energy and Environmental Services Fund, without direct impact on the state budget. Not just families. In fact, we are working on a review of system charges, an item that accounts for 20-25% of electricity bills and which serves to support, among other things, renewable energy and incentives for high-consumption companies. The idea is to spread out part of these costs, between 5 and 6 billion a year, spreading over time a portion that today is paid all together. Translated: you will still pay, but in a more deferred manner. The operation would pass through financial instruments managed by the Cassa Depositi e Prestiti, and would allow a small reduction in bills as early as 2026. For an average family, the estimated savings are calculated between 30 and 40 euros per year, while small and medium-sized businesses connected at low voltage could benefit from a more substantial discount, thanks to the reduction of the part of the charges linked to renewables and cogeneration. This is an intervention that does not reduce burdens in itself. but which spreads what is due over time, immediately reducing energy spending for 2026.
Energy Decree: ttransition, networks and new rules
The decree does not only affect bills. But an important part of the text aims to resolve issues that in recent years have slowed down the development of renewable energy and electricity infrastructure in Italy. The first chapter concerns the suitable areasi.e. the areas that the Regions can allocate to green plants. The objective is to accelerate the construction of new solar and wind farms, which today are too often held back by long and complex authorization procedures. Then there is the question of virtual saturation of the network. Today, many companies reserve connection capacity for new renewable plants without actually building them, creating a bottleneck that prevents new projects from being authorized. The decree aims to intervene on this anomaly, freeing up real capacity and accelerating the energy transition. On the business front, the issue of gas price differential between Italy and the rest of Europe, which the decree aims to reduce to improve industrial competitiveness. The topic of hydroelectric concessions seems destined to remain out of the text, on which the discussion with Brussels requires longer time.
