It doesn’t end here though, because from July 16th it will also start the obligation to have insurance RC on the scooter.

This obligation was initially envisaged in conjunction with that relating to the license plate; following a report from Ania, however, which highlighted the delay in issuing part of the vouchers and the consequent impossibility of proceeding with the registration of the insurance, this obligation was postponed for two months.

A critical issue also highlighted by the numerous sharing companies (such as Lime, Bird and Dott), who complain over 15 thousand permit requests still pending for your electric scooters, which will therefore be unusable.

The expected sanctions

Those who have not registered by May 16th are at risk administrative sanctions ranging from 100 to 400 euros. In addition to the financial penalty, the administrative seizure of the medium.

If the position is not regularized within the next 60 days, by paying the fine and applying the license plate, the scooter will therefore be permanently confiscated.

These sanctions are therefore added to those already introduced with the helmet obligation, in force from December 2024, for which it is It is necessary to wear an approved helmet compliant with the technical standards Uni En 1078 or Uni En 1080.

It remains a regulatory gray area at the moment, however. It is not clear whether these days, while the last requests for the permit are being issued, the receipt for booking the permit constitutes a valid justification in the event of a stop by the police, or whether the fine is triggered anyway.

The protests in the sector

The regulatory tightening has sparked a reaction from consumer associations. The Codacons has asked the government to extend the deadline for the obligation to have a license plate, in light of the delays recorded throughout Italy in terms of issuing the license plate by the Motor Vehicle Authorities.
