This wants us to believe the anti smog plans that will come into force in all Italian cities from the next few days and, in particular in the Padano basin (Piedmont, Lombardy Emilia Romagna and Veneto), limiting, as always, the circulation of the most dated cars and from this year also of the Euro 5 diesel. But as in the Po plain, in winter, despite the stops and ecological Sundays, due to the strong humidity, Soil and the detection control units record outflows beyond the limits of permitted pollutants, this year we think of a turn of lives.

In Vicenza, for example, the case broke out when, a few days ago, in presenting the anti -smog plan, the councilor for the environment,Sara Baldinatohe underlined that to limit pollution in the city it will be forbidden “to carry out barbecues and prepare roasted roasters by catering activities located outdoors and uses solid fuels”. In Emilia-Romagna, however, for some time now it is forbidden to burn the brushwood in the period from 1 October to 31 March. The ban is a founding part of the regional integrated air plane and in clear contradiction with the centuries -old peasant tradition that saw the “burning of pruning” as a way, sustainable, to clean the fields and fertilize them by preparing them in winter.

How can we forget the attempt of the Municipality of Milan to ban fireworks? Crusade made to pieces by the judiciary, with the Council of State that has definitively rejected the rule, down the first instance from the TAR. According to the judges, “the Municipality of Milan must take its initiatives to improve the air quality by remaining rigorously within the perimeter defined by the constitutional and legislative provisions, since the need to achieve the objectives of reducing pollution does not allow to subvert the framework of the sources”.

But the real ethical dilemmas, for local administrations, are lurking in the period of the Christmas holidays. Until last year, in fact, the rule saw the ban on turning on the traditional bonfire of the Befana dedicated to children, in the event of overlooking the PM10 in the territories affected by the measures. The theme risked becoming so long -standing (respecting the rule or tradition) that in 2024, the League proposed the “Saved bonfire amendment”, obtaining a derogation (then inserted in the law 7 October 2024, number 152) which allows the ignition of maxi fires outdoors, regardless of the concentration and values ​​of PM10 and PM2.5 “recognizing the importance of historical re -enactments”. To date, however, the same law leaves to the Regions the right to regulate, so much so that in recent days the Environment Directorate of Veneto has drawn up a note to explain that the body is working “with extreme sensitivity and attention to popular traditions to legislate in a balanced way on the discipline of outdoor fires” with the aim of “receiving the supervisory legislation, reducing the environmental impact but guaranteeing the continuity of the manifestations that belong to the cultural heritage belonging to the cultural heritage belonging and identity of the local communities ».

But where where does the environmental afflatalist of administrations from all over Italy come from? From Europe, of course, which in 2008 issued directive number 50 relating to air quality, then implemented by Italy two years later, with which it defined air quality objectives “in order to avoid, prevent or reduce the harmful effects for human health and the environment as a whole valid for all Member States”. But what evil adapts to the Po Valley, known for its particular climatic conditions.

However, at national level, from today the anti -ispli plans with limitations that start based on the forecasts for exceeding the daily limit value of PM10, calculated with a complex modeling system that takes into account the recorded values ​​and the weather forecasts. In general, the prohibitions are extended from 8 to 19 on weekdays from Monday to Friday for Diesel Euro 3 and Euro 4 and from 0.00 to 24 every day for vehicles with homologation less than or equal to Euro 1. From this year in Piedmont, Lombardy and Emilia-Romagna the ban extends to diesel cars with environmental approval Euro 5, therefore built between 2011 and 2015, except for those Move-in, the so-called “black box” that allows you to monitor emissions and request an annual mileage derogation.
